On Friday, December 16, the State Duma adopted in its first reading a government bill allowing regional authorities to establish a charge for entering the cities and parking a vehicle in the courtyards.
The draft law significantly expands the powers of local governments and subjects of the Russian Federation, allowing them to independently regulate traffic management, in particular, to limit traffic and introduce fees for individual routes depending on the environmental class and passenger capacity of the vehicle, time of day and a number of other factors.
“For” 319 deputies voted, “against” - 100, 1 MP abstained. In the Communist Party, the LDPR and Fair Russia, the initiative was met with indignation, saying that such measures contradict the constitutional right to freedom of movement. In United Russia, the bill was supported, promising to develop a number of amendments for the next reading.
The editors of uznayvse.ru want to add that in the office of Maxim Sokolov, where the draft law was developed, they believe that the document will help large cities cope with traffic jams. In the case of the introduction of fees for entry into the city or its individual areas, the document provides for compensation measures in the form of public routes and the development of bicycle infrastructure.
